Links need to contain your keywords. Just your keywords, nothing else.
One of the worst errors in website design and optimization is to link the WRONG WORDS (just do a search for "click here" in quotes in Google and you will get the point!)
This applies to your internal links (links between your website pages) and your backlinks (inbound links to your site from other websites).
A good example of linking would be something like this:

<a href="/green-widgets.asp">Green widgets</a> first made an appearance in 1920,
when the first green widget was discovered by <a href="/sir-randolf-widget.asp">Sir
Randolf Widget III</a>
</p>

as we do not want to rank well for the words consult our.
This way the search engine
gets the distilled version of our keywords... and we rank higher than the competition who have not been so efficient with their linking.
